To become nonreactive or insensitive to an antigen.  In this case used to explain the way Cambodians were desensitized to death by being around it so much.  After years of constant death around them, prisoners and citizens do not have similar reactions to human atrocities as they did at the beginning.  By 1978, it was almost normal to see at least one execution per day.
